If you are an air practitioner, chances are you have worked on or managed at least one New Source Review (NSR) permit application, ranging from simple rule-based permitting up to a Prevention of Significant Deterioration (PSD)/Nonattainment NSR (NNSR) permit. If so, you know how detailed and complex the process can be; however, there are ways to optimize the workflow. At this session we will recommend management practices for optimizing NSR application projects involving consultants based on lessons learned from both the client’s and the consultant’s perspective. The discussion will focus specifically on determining project scope, handling changes, impacts of requested changes to the project, and making communication efficient and effective. Through a discussion of several example scenarios demonstrating the impact of the recommended practices to project metrics like schedule and budget, attendees will gain valuable insights into optimizing their own NSR projects.
